Release of msmod v1.3, with clock drift correction

Dear colleagues,

We are happy to announce the release of msmod v1.3, which integrates a record-by-record clock drift correction (piecewise linear, cubic spline, or polynomial). 

The code is available in msmod's 1.x branch on Earthscope's github (https://github.com/EarthScope/msmod/tree/1.x ), which also includes a link to the documentation.
