Change proposal #19 to the 2016-3-30 straw man (iteration 1) is attached: Define fields/headers to details in blockettes.

Hi,

I believe the DMC's change proposal #15 provides a good basis for recording the information referred to in this proposal. Furthermore I agree with the recommendation that such headers should be recorded in UTF-8 text.
