Error trying to create SSL certificates for ELB on euca AWS account

Hi Vic,

When trying to create SSL certificates for Elastic Load Balancer on AWS using the AWS management console, it resulted in error below:

Error fetching certificates

User: arn:aws:iam::429942273585:user/kyo.lee is not authorized to perform: iam:ListServerCertificates on resource: arn:aws:iam::429942273585:server-certificate/

Could you update my AWS account permission to allow certificates creation for ELB? And, the same rule might apply to other UI and QA folks who would be testing the ELB features.
