instance type disablement

I was talking with Deependra at dinner and there's a customer who used to be able to launch instances in the console in 4.0, but in 4.1, the vmtypes are disabled in the menu. I mentioned we started disabling based on the image snapshot size for ebs images. Garrett pointed out this wasn't correct, so I think I need to back out that feature.

For ebs images, the instance type disk size is not a thing. We simply launch instances using the size of the image snapshot, not the vmtype root size. That's only important for instance store images.

I'll write a ticket and mark it for 4.1.1 since this seems to be important.
