new install - euare service not running

to Eucalyptus Users

I am trying to install version 4.4.2 on Centos 7.4 system. I am using the Install Guide in the Eucalyptus Docs. When I get to the point of Configure Account Credentials, the euare-accountcreate command gives error 503 Service Unavailable.

When I look at the /service/Heartbeat with a web browser, it shows euare as enabled=false, local=false

What am I missing to have this component running?
