Missing binaries and docker images

Hi list,
Due to some problems on our CI infrastructure, the Geth 1.13.6 builds
for many platforms, e.g. Linux, were not published, neither were the
docker images.
We are working on it, and will likely issue a new release today. As for
docker, the latest images are now updated, but not the stable nor
`v1.13.6`.
