Geth security advisory (for < 1.13.15)

Hi list,

This email is to inform you that today, we have released information
about a vulnerability recently fixed in geth.

The vulnerability is rated as High, as it can be used to crash nodes
through p2p communication.

The issue is fixed as of geth version 1.13.15 and upwards (that is:
1.13.15 and 1.14.0 are both fine).

We recommend all users to upgrade to 1.13.15 or 1.14.0 as soon as
possible, if you have not already done so.
