2026 Legislative Session: Remaining Issues  | April 13, 2026 2026 Legislative Session: Remaining Issues         Today is day 90 of the 2026 legislative session, and there are still many major issues remaining to be addressed in the thirty days prior to the May 13th adjournment. Remaining major issues include:  Budget: The Long Bill (the state budget) has passed the House and will be considered in the Senate this week. The JBC is expected to meet as the conference committee next week, and then the Long Bill should be sent off to the Governor.   School Finance: The School Finance Act (SB 26-023) will be heard in its first committee on Monday, April 20th.  This is the bill that funds all public K-12 education.   Artificial Intelligence: After multiple efforts to find a compromise on the state’s AI law (passed in 2024), the Governor’s Office announced an agreement has been reached on modifications. No bill has been introduced yet.   Human Services and Medicaid Regionalization/Redesign: The Governor had proposed major changes to the state’s Medicaid and Human Services programs, and modifications to the existing balance between state and county responsibilities. It is understood that a framework has been reached on this topic, and a bill draft is in process.   Multiple Corrections Bills: The state is experiencing an increase in prison costs and caseload – there are a few bills that would address these issues. These bills are awaiting their initial hearing.   Pinnacol: The conversion of Pinnacol Assurance to private status has been discussed for several years, and Speaker McCluskie has announced that she will introduce legislation this session to allow the Pinnacol Board to privatize. The associated revenue that would return to the state would be allocated to K-12 education, Medicaid providers, workforce efforts, and other priorities.    Government Liability: The Governor’s Office is pushing a new bill that creates a cause of action for any person in Colorado who has been subjected to a deprivation of any rights, privileges, or immunities guaranteed by the United States Constitution. This bill has many implications to governments and government employees.   Data Centers: Two competing bills on data centers (HB 26-1030 and SB 26-102) have been introduced but not progressed out of their initial committees.
