We solved the problem by diverting pedestrian traffic to a safer route.
I am not worried about bottom of the hill, I am watching people put themselves
in harm’s way at the top of the hill.

I took a look at this sign today and it appears to me as though it is accurately conveying the fact that the sidewalk north of the sign is closed (due to construction on the sidewalk at the intersection of Moraine and Rockwell, see photo below).

There is no way for pedestrians to safely cross Moraine once they get to where the sidewalk is torn up, so the "Sidewalk Closed" sign at the crosswalk just north of your restaurant appears to be appropriately placed, pointing pedestrians to cross Moraine
where there is a crosswalk.
Am I missing an issue with the current sign placement?
