Here is a quote that bears closer examination:

“With the additional tax revenue from the district, EPH has had negative operating margins for three out of the past four years,” he wrote in an email. “Without the tax revenue, EPH has had a negative operating margin for all four of the past four years.”

And how has the leadership changed since 2017?  It hasn't.  Can you imagine fans of a professional sports team (beside the Rockies) that lost year after year advocating to keep the same coaching staff and raise ticket prices?  What is the point of continuing to prop up a losing enterprise with taxpayer money?  When are the taxpayers going to demand better use of their taxes, or demand their money back, or demand a change in the people administering these funds, or elect a majority of board members that will be responsive to the majority wishes?  Apparently never, because the electorate has had multiple opportunities and continues allowing the same group to hemorrhage money while cutting necessary features and subsidizing extravagant ones.
