Please Publish the Full Post Office Report in the Study Packet for October 28

Dear Honorable Mayor Hall:

I am concerned because the report submitted to the town with the post office operational perspective about parking for postal carriers was not published fully in the current packet for the Town Board Work Study meeting, scheduled to be held on October 28, 2025 at 5:30 pm in the Town Hall. The only way to access the report is by a weblink in the current packet.

It is very important that the public be able to view that report, both now and in the future, just like they will be able to view any other report item on the agenda. This is a matter that affects everyone who sends or receives mail through postal carriers in the Town of Estes. 

When I access the current packet through the public records portal, the link in the packet to the report does not work. This means that people will not be able to view the report after the current packet is archived.   

Will the town please publish the full length of that report in the packet so that it is available both now and as a reference for future discussion in the community?

Star, I am cc'ing your note and attachment to the Town Clerk and I'm asking them to forward it to all of the trustees.

By sending this note to me without a "private" keyword, it is now already published to the Town public email forum for all to see. 

When the Clerk's office forwards this to all of the trustees, it will again be published on the Town public email forum. 

So, it's already out there and will be doubled up when forwarded to trustees. That should accomplish the purpose. 

I believe there is a half-hour currently allotted in the study session for this topic, so you'll want to use that time efficiently, in the best way to demonstrate your case. I certainly expect all of the trustees to read through all of the packet material, including your explanation and attachment. I see that it's 32 pages and fairly detailed, but that is always the expectation, that the whole board has read and studied prior to the session.

Thank you. I know the report is accessible thru the link in some of the online versions of the current packet and available to the town trustees through the email that was sent to them by the town clerk. 

I am concerned that it will no longer be public once the a current packet is archived after the meeting is over. When I access the packet through the town public records portal: https://estespark.colorado.gov/recordsportal, the link does not work.

Good morning Mayor and Star,

The Post Office Mail Carrier report is included in the packet. It is a link in the study session packet and I just opened it to verify that it is working. After the meeting, the Town Clerk will finalize the packet for the record, which will include the full report (no link) along with a copy of any presentation given at the meeting. This ensures that all of our packet material is available in the future. We use weblinks frequently for our packet material and have a well-developed process to ensure that this material is available after the meeting for posterity's sake.
