Dear Cindy,

 

The 2025 Drinking Water and Wastewater State Revolving Fund Eligibility Surveys are due in less than two weeks. All Colorado leaders and water managers, like you, are encouraged to participate.

 

Conducted annually, the survey is the first step to accessing Colorado State Revolving Fund dollars, which includes access to recent Bipartisan Infrastructure Law funds. Only those who complete the survey are eligible to apply for the SRF. The survey also helps CDPHE Water Quality Control Division identify water, sewer, stormwater, and nonpoint source infrastructure improvement needs throughout the state.

 

The survey deadline is June 30, 2024.

Colorado SRF Program Details:

The SRF programs provide low-interest loans with repayment terms of up to 30 years for eligible projects and entities, including for water conservation. The annual eligibility survey is not a funding application; the survey identifies infrastructure improvement needs and estimated costs for addressing those needs. The survey does not obligate communities to apply for funding. Awards of any funds are subject to completing the SRF funding application process, meeting all SRF requirements, fund availability, and applicable caps or maxes.

 

Grants and loans from the SRF cannot be extended to communities that have not responded to the annual eligibility survey.

 

Funding through the Bipartisan Infrastructure Law (BIL) is also administered through the SRF. BIL funding is issued as both loans and additional subsidization in the form of principal forgiveness. Entities seeking BIL funding must meet certain eligibility requirements. The BIL also offers dedicated funding to replace lead services lines and address emerging contaminants such as PFAS (per- and poly-fluoroalkyl substances).

Important Eligibility Details Not to Miss:

  • Entities must submit an eligibility survey and be on the Eligibility List to be eligible for funding.
  • Entities need to complete and submit the eligibility survey through the CEOS portal no later than June 30, 2024, to be added to the 2025 project eligibility lists for SRF and BIL funding.

This summer the Colorado State Revolving Fund Program is hosting a series of in-person, full day workshops across the state. The workshops will cover SRF basics, funding options for drinking water and wastewater infrastructure, planning, asset management, available technical assistance, and current and upcoming regulations regarding lead and emerging contaminants. Current Funding Capacity

The SRF program continues to experience a high demand for funding, and funding requests are subject to funding availability, prioritization, caps, maxes, and approval from the Colorado Water Resources and Power Development Authority Board of Directors. Due to increased demand, SRF funds have become more competitive compared with prior years. Funds are available, however, and the SRF administrators anticipate that additional Base and BIL capitalization grants will replenish funds in time for the June 5, 2024, loan application deadline.
