1) PAID Undergraduate Research Opportunity with UCSB’s Environmental Markets Lab (emLab): Public Opinion of Conflicting Blue Economy and Marine Conservation Spaces-Uses
- Application Deadline: August 22nd
Fall 2025 - Project Background:
Climate change poses an existential threat to marine ecosystems and coastal communities around the world. Renewable energy expansion is a critical part of addressing the threat of
global climate change, and offshore wind is expected to play an important role in renewable energy portfolios. Unfortunately, the physical space available for ocean resources is finite,
limited, and in high demand by uses such as offshore wind farms, marine protected areas and other Blue Economy and conservation activities. These competing uses can lead to complicated and contentious public opinion when the two ocean-use types come into conflict.
This tension has recently become apparent for the newly designated
Chumash
Heritage National Marine Sanctuary (CHNMS) along the California
coast. In December 2022, the U.S.
federal government auctioned off an area off the coast of Morro Bay, CA for an offshore wind installation. The Morro Bay Wind Energy Area (MBWEA), along with 4 other proposed offshore wind installations, are intended to be fully operational by 2045 and provide 2% of CA’s total energy production. However, MBWEA requires extensive undersea cabling, and the initial proposed boundary of the CHNMS was altered to accommodate the wind farm. We are using public comments posted to regulations.gov for both projects to assess public sentiment regarding offshore wind, marine protection, and ocean space-use conflicts. As offshore wind expands to meet energy needs, and MPAs expand to meet international conservation targets, this type of conflict will become increasingly important to understand.
