Annotations not displayed due to licensing

Hello,

Looking at the same paper, PMC12663261, there is a statement above the annotations saying that annotations can't be displayed due to licensing. However, the paper looks to be available as free, full text.

Can you please explain why the annotations cannot be displayed but downloaded as JSON from annotation API?
