Good afternoon,
I write to address DCPC Agenda Item IV.D. – Land Development Code Update for this Wednesday, May 20. As a San Diego city resident concerned about noise pollution and ongoing efforts to undermine noise regulations, I object to the proposed change that would
allow the City Manager discretion to allow exemptions to existing noise limits for commercial events. This loophole literally invites abuses and backroom dealing that will undermine the quality of life for residents across the City of San Diego.
Specifically, I am requesting that Item 11 be removed from the 2026 Land Development Code update so that it can be re-worked by the City Planning Department. I urge this team to re-cast SDMC Sect. 59.5.0401(a) to provide meaningful guardrails (such as a decibel
ceiling, duration limits, public notice requirements, and an appeals process for residents).
