Please help I don't know who else to ask anymore.

Hello. My name is Branden Key. I operate Stay Classy Hostel. We have been having a problem with the pedi cab business behind us and dont know how to proceed. We have complained with sdpd numerous times and also have made many reports on the get it dont app but to no avail. The pedicab drivers keep parking their vehicles in the back alley causing disruption in my trash services, not letting me get out of my own property, and blocking the alley for any emergency vehicles. I have spoken to the owner but he has told me its not his problem and has dismissed all my concerns with "I dont care." This business went up in flames 2 years ago and nearly burned down my property along with it. This being said, I hope this message reaches someone and prevents a future accident from happening. If this business goes up in flames again (which i dont doubt because of the way this business stock piles lithium batteries for their operation) the cars parked in the alley will be a detriment to safety services. The business also disregards all neighbors and continues to blast music with their pedicabs well past 3 AM. This is disruptful for my business as we are a small hotel and all other residential neighboring properties. Our address is 1455 Market St. San Diego CA. The pedicab business resides in the dead end alley behind us.
