As long time San Diego East Village property owners, we join the DCPC / Community Planners Committee in requesting that City Council remove Item 11 from the 2026 Land Development Code Update prior to final passage, and direct the City Planning Department to rework the amendment to SDMC § 59.50401(a) with meaningful guardrails, including a decibel ceiling, duration limits, public notice requirements, required findings, and an appeal process for inclusion in a subsequent Land Development Code update.

We purchased our condo in the Parkloft  Building at 877 Island Ave. when PetCo Park was a hole in the ground mired in litigation. We kept the faith, assuming that the Padres and the City would be good neighbors for the long haul. Noise abatement regulations stated that concerts and other events would be limited to inside Petco Park, not conducted on the street level. 

Seasonal crowd noise and fireworks are an acceptable - and expected - part of living in the Ballpark district. But street level Gallagher Square concerts directly across from residences were unexpected. And the noise level is absolutely unacceptable. The building shakes. And it is literally impossible to carry on a conversation inside our home during these concerts, even with the windows and doors closed. 

Over the years, those who profit from these concerts -- The Padres,  Sycuan Tribe, promoters, touring bands, AND OUR OWN CITY -have gradually and methodically eroded the quality of life in our neighborhood. Please do not turn a deaf ear to those whom you represent. Remove Item 11 from the 2026 Land Development Code Update. The solution to this problem should not be to sell our property or to sue.
