Where is Webpack?

I am about to embark on frontend development and was looking into angularjs and after reading a bunch of tutorials and talking to a lot of frontend'ers, it looks like I need to learn how to use webpack + sass. I searched the web to see whether angulardart was using the same tools but could not find anything. I read up on webpack and al. and this is not a world I want to spend my time in.

How are webpack, saas and al. used with angulartdart ?
