open an observatory port on a running process

Is it possible to open an observatory port on a running dart process? I seem to remember hearing that it was possible by sending the process a unix signal, but can't find any docs about it. Thanks!

kill -s SIGQUIT <pid>

In order to see what port the observatory started on, you need to have access to the stdout for the target process.
