Recompile your Dart apps regularly until bug 13285 gets fixed?

Do I understand https://code.google.com/p/dart/issues/detail?id=13285 correctly? The first comment says "We must have a way to deploy apps that is not going to need recompilation whenever a browser vendor releases a new version..."

Dart (dart2js) is currently in a state that doesn't allow you to build an app today and expect it to work tomorrow?
