[messages] Thoroughly test message text for missingDependency errors.

Adds unit tests that validate message text for the `missingDependency`
diagnostic.

This paves the way for fixing
https://github.com/dart-lang/sdk/issues/62431 (Poor error message text
for missing_dependency diagnostic).
