[beta] Cherry-pick DevTools 2.55.0

Issue description: Cherry-pick DevTools release 2.55.0 in beta.1 (DevTools release missed the cut-off).
What is the fix: Cherry-pick the 2.55.0 DevTools release (see https://github.com/flutter/devtools/compare/v2.54.0...a525258ed3b827d967970c8c68005ae7596f55c0 for commit list)
Why cherry-pick: Includes a fix to missing WASM analytics dimensions that we would like to verify on beta before potentially cherrypicking to stable.

Risk: Low, this only affects DevTools and is already on main.
