If you look at the Labels in the drop-down list in this issue tracker,
there are a bunch for different libraries, like core and async. But there
is no item for dart:io (and maybe others).

I just noticed this today, too. And I have the power...

If dgrove is for this and doesn't get to it first, I'd be willing.

However, it might mean we should remove some existing labels such as
Area-IO and Area-HTML. I don't know how to deal with migrating labels other
than by hand, and I don't want to do that.

There is no "library" for IO because it has its own area: Area-IO.
That is perefectly fine.
Library-X is mainly for libraries in sdk/lib with Area-Library (i.e., those
that doesn't have an area of their own) and for some libraries in sdk/pkg
with Area-Pkg (and arguably, these should be Pkg-X instead).
