we seem to be triggering more builds than necessary. For example, I
submitted a change in the core-elements repo, that triggered a build in
collection, http, crypto, and other packages.

See attached image (note the intl might be ok because there were other
builds pending, but the other packages triggered just on my unrelated
change).

Just pushed a change in the core-elements README, and it appears to be
working. What was the problem?
