[dart-announce] Dart 1.21 "RC1" ready for testing

The second release candidate, RC1, of version 1.21 of the Dart SDK is now ready for testing. This release candidate is version 1.21.0-dev.11.3 from the dev channel. Please download it and test it against your apps.

This contains a few fixes since RC0:

• The analyzer may fail parsing generic local functions (issue #27973)
• The angular analyzer plugin might hit a null error (issue #27980)
• The VM may not properly handle generic results of generic functions (issue #27981)
• A potentially breaking change in pub was rolled back (issue #27986)

We plan on releasing this as 1.21 stable shortly unless new blocking issues are discovered -- please report any such issues ASAP.
