[dart-announce] Dart 1.17 "RC2" ready for testing

The third release candidate, RC2, of version 1.17 of the Dart SDK is now ready for testing. This release candidate is version 1.17.0-dev.6.2 from the dev channel. Please download it and test it against your apps.

This contains two fixes since RC1:

• Background compilation optimizer can cause failures (issue #26558)
  
• Analyzer fails with 'Task failed: GenerateLintsTask for source' (issue #26596)

We plan on releasing this as 1.17 stable shortly unless new blocking issues are discovered -- please report any such issues ASAP.
