[dart-announce] Dart 1.22 "RC1" ready for testing

The second release candidate, RC1, of version 1.22 of the Dart SDK is now ready for testing. This release candidate is version 1.22.0-dev.10.5 from the dev channel. Please download it and test it against your apps.

This contains the following fixes since RC0:

• Function assignability does the wrong thing on dynamic -> Null (issue #28630)
  
• `return` without value should be allowed for function returning Null (issue #28602)
  
• Incorrect DDC runtime cast failure (issue #28642)
  
• Regression in strong mode analyzer for dart:js api (issue #28507)
  
• Don't drop type argument on method calls with closure arguments. (dart_style issue #583)
  

We plan on releasing this as 1.22 stable shortly unless new blocking issues are discovered -- please report any such issues ASAP.
