Hi Dart developers,

In Dart 1.22 the URL to the service protocol and Observatory will change.

The message printed by the VM will change:

Current base URL:

Observatory listening on http://127.0.0.1:54804/

The current output doesn't seem to actually include a trailing slash on the end. This caught me out because extending the regex to include both resulted in output that had a trailing slash for the new version but not for the old. It's easy enough to fix, but if you can't easily attach a debugger to your debug adapter (like me, for Code) it might not be obvious what's wrong (as well as not easily being able to debug, we don't get error messages if our debug adapter crashes).
