Dart v1.4.2 - resolves five issues

This is a small update to the 1.4.0 release that addresses five issues.


Using the Observatory on Windows has just become a bit easier. As discussed by Daniel Schubert in Kasper Lund’s G+ post on 1.4.0, the --profile flag wasn’t on by default on Windows. Fix VM crash when no package root argument is specified.
