[dart-announce] Dart 1.20 "RC1" ready for testing

The second release candidate, RC1, of version 1.20 of the Dart SDK is now ready for testing. This release candidate is version 1.20.0-dev.10.1 from the dev channel. Please download it and test it against your apps.

This contains one fix since RC0:

• Strong mode users may experience issues with generating analysis summaries (issue #27479)

We plan on releasing this as 1.20 stable shortly unless new blocking issues are discovered -- please report any such issues ASAP.
