Have you checked out the latest QEMU 11.1:

While implementing FEAT_WxFT we also enabled proper modelling of the WFE
behaviour on A-profile (it was already enabled on M-profile). I would
caution not to draw too many parallels between behaviour under emulation
vs real hardware though due to the general efficiency of emulated code.
