Numba 0.49.1 released

Hi Numba Users,

We've tagged Numba 0.49.1. Comparing to the RC1, the final release added some documentation fixes and restored numba.types as a public API.

Conda packages are now available in our channel:

conda install -c numba numba=0.49.1

Wheels are available at PyPI:

pip install numba==0.49.1

We have fixed an issue with the Windows wheels that are requiring too new of a VC runtime. We reverted to an older version of the Visual Studio compiler. This should resolve the import issues with Numba on Windows.
