Confusion about $PATH, Packages, Scripts, and Aliases, and how to run a script from anywhere.

Hello! I am very confused on how to make this easier...I downloaded an AI Vocal Remover from GitHub (https://github.com/tsurumeso/vocal-remover) that gave me a folder with a bunch of components. 

I can run the script fine if I change the directory to that folder, but I cannot for the life of me figure out how to make it so I can run inference.py from anywhere in the terminal. I have been trying for about 2 hours now to figure out $PATH variables, installing packages, etc., and I just don't understand how to make this possible.

I couldn't find any documentation on how to add folders or file to miniconda. 

Tl;dr How do I make it so I can run a .py script from within miniconda anywhere in Terminal without having to cd?
