Changing default drive for Jupyter Notebook

Hi team,
I am very new to Anaconda. Having below issues. 

Issues - 1.)Need to have a working drive different from the installation drive, as a good programming practice. In my case, from C:\ to E:\. 
2.)  Also needed to have a home directory setup on the E:\, where python files created using Jupyter Notebook are saved.'

Steps done
For issue (1.), I followed your instructions and was able to change drive to E:\. Could see that in Jupyter notebook .
For issue (2.), I  followed steps in  https://www.planetofbits.com/python/change-jupyter-notebook-startup-folder-anaconda/  

But on relaunching Jupyter Notebook, as instructed, it takes me back to C:\ folders.  Would appreciate if  you could  figure this out for me. As going forward, I do not want to store all my files in the installation drive. I think there is some  variable in the config file, which is setting the default drive to C:\ on relaunch.

Kindly advise. Thx in advance
