Troubleshooting on mac external hard drive

The installation works when on laptop however, an error occurs when installing on external drive.

During the 'installation' stage

a message popped up asking if I would allow the hardware to be able to controll access to the laptop or something.. I don't rememer it clearly

and I accidentally pressed no.

I think that may be the cause of the error

however I can't find a way to undo it.

I tried restrating the computer and using another pkg file and it both doesn't work.
