unable to run conda command after fresh installation of miniconda

I have windows 10, and have tried many many solutions. Hope someone can help me on this forum.

(base) D:\miniconda3>conda create -n py36 python=3.6 anaconda

Can you use a web browser to open the current_repodata.json?  You should see something like this in the attached picture
