to Anaconda - Public,
One option is to create an Anaconda environment and install spyder & jupyter notebook into this environment.  This can be done with the following commands using the Anaconda prompt

# create a conda environment with python 3.8
conda create -n test_env python=3.8 -y
conda activate test_env

# install jupyterlab & register this environment with jupyter notebook
conda install -c conda-forge jupyterlab -y
python -m ipykernel install --user --name=test_env
conda install -c conda-forge spyder -y

# starts jupyter lab with notebook
# starts spyder
