llvmlite 0.13.0 released

Hello,

In preparation to the next Numba release, we have just released
llvmlite version 0.13.0.

The highlight in this release is the switch in compatibility from LLVM
3.7 to LLVM 3.8. Our official binaries (which you can install from
the `numba` conda channel) are now built with LLVM 3.8.1.
