0.38 release candidate delay

Hi all,

Due to some challenges upgrading to LLVM 6 (and a very hard to find bug in LLVM that has been around for years, apparently), we are pushing back the 0.38 release candidate for Numba by a week, to April 13.  This will also give us more time to integrate pending PRs from the community (which are very exciting to see!).

We will also have a slightly longer release candidate testing period (to April 23) due to some vacations and also to give more time for testing Numba with LLVM 6.
