Numba 0.36 Release Candidate Available

Hi Numba Users,

I'm excited to announce the availability of the Numba 0.36 release candidate.  There's a lot in this release, including:

• Update to LLVM 5
• New @stencil decorator for compiling and parallelizing neighborhood-based calculations.
• Upgrade of conda packages to use the same compilers as Anaconda Distribution 5.

Note that we have dropped the Windows/Python 3.4 combination from our conda package build matrix as that combination is no longer receiving package updates in Anaconda 5.

The final 0.36 release announcement (in a week or so) will go into more details, but for now we would appreciate testing to ensure the new release works with your applications.  You can upgrade to this version with:

conda install -c numba numba==0.36.0rc1
