No nltk-data package?

I just "conda install"ed the nltk package to run some code a colleague
wrote. When I ran his code, it complained:

Resource u'tokenizers/punkt/english.pickle' not found.
Please use the NLTK downloader to obtain the resource: ...

It seemed kind of odd to me that I should have to download stock data
files for NLTK, but I saw nothing like an "nltk-data" package.
Requiring each user to download these files all but guarantees that
they will slowly get out-of-date. I see that there appears to be a
supported NLTK_DATA environment variable which could be set, but
that's not mentioned at all in the error message.

Am I missing something?
