New Conda Announcement List

We've created a new Conda Announcement email list for communication directly from the conda core team.  It's meant to be low spam--no more than three or so emails per month.  We'll use it to announce new releases, upcoming features, and new policies and procedures.

We'll probably archive the content of announcements in this google group, but subscribers here may still be interested.
