NOAA is currently recruiting for a Chief Economic Advisor, a senior-level (SL) position based in Silver Spring, MD. It is a very high-level and high-visibility position at NOAA and we are hoping to recruit very strong candidates. Dr. David Yoskowitz filled this role admirably for the past year through an IPA (Intergovernmental Personnel Act), however, the current advertised position is a permanent federal hire.

NOAA - Chief Economic Advisor

The incumbent serves as NOAA Chief Economic Advisor and as such represents NOAA and the NOAA Administration in high level departmental and interagency policy discussions that center on economic decisions and NOAA management functions. The second major role of NOAA’s Chief Economic Advisor is to provide intellectual leadership, analysis and management expertise to empower and catalyze NOAA’s diverse social science capacity, and work with NOAA Senior Leadership to coordinate and implement a long-term Agency-wide Social Science Vision and Strategy.  This strategy will include an innovative social and economic science research agenda designed to address emerging issues and serve the Department’s goals of climate adaptation and mitigation, resilient coastal communities and economies, a weather-ready nation and sustainable and healthy oceans. The incumbent provides advanced professional expertise in the theory and practice of economics and socioeconomics that influences the direction of NOAA’s policies and resource management decisions.

 

This Senior Level (SL) position is not a research position and, for that reason, OPM standards do not require an advanced degree in economics. However, the most successful candidates will have a PhD and at least 10 years of experience or the equivalent combination of education and experience. The primary role of NOAA's Chief Economic Advisor is to catalyze, empower and coordinate the social, behavioral and economic sciences across NOAA, helping to institutionalize them into the Agency. To be successful in this role, the Chief Economic Advisor must:

·  effectively communicate to NOAA leadership the benefits of integrating the social, behavioral, and economic sciences throughout the NOAA Mission;

·  enthusiastically advocate for the application of social, behavioral and economic sciences at NOAA and across the Federal family; and

·  ensure quality and rigor of the social, behavioral, and economic science methodologies and practices used across NOAA.
