We're having an internal debate as to whether the phrases,
- (inclusion factors) "and received a bachelor's degree" is to be interpreted as "received only one bachelor's degree" or "received at least one bachelor's degree"
- (exclusion factors) "or who graduated with another degree or certificate (but no bachelor's degree)" is to be interpreted as "or who graduated
with any degree other than a bachelor's degree" or as "
or who graduated
with any degree in addition to a bachelor's degree"
