Include VA Benefits in CDS Part H calculations?

Greetings,
As you calculate the award amounts for Financial Aid (Part H), does your institution include VA Benefits (e.g. Yellow Ribbon, Chapter 33) in Sections H1 and H2?
I appreciate any guidance the community can provide.
