CDS C9: first-time, first-year Profile

Hello, 

For question C9: Percent and number of first-time, first-year students enrolled in Fall 2024 who submitted national standardized (SAT/ACT) test scores, is the CDS collecting data differently than IPEDS?

For example, IPEDS asks institutions to only report on students whose test scores were used in the admissions decision.  Based on the CDS directions for C9, is the CDS asking us to report on all students who submitted a test score, regardless of whether the student indicated if the score could be used in the admission decision?
