Should we classify veteran's funding in section H as a) federal grants or b) external grants?
While not part of the Title IV Federal Student Aid Programs, the funding source for this money indisputably federal. The CDS definition (see below) indicates that external scholarships and grants are from "private" sources, which would seem to rule out aid from the VA; however, there are other aspects of the same definition that do seem to apply to grants from the VA. Specifically, they are dollars that "students bring with them" and for which "the institution may process paperwork," but for which "it has no role
in determining the recipient or the dollar amount awarded."
I'd appreciate it if someone from the CDS Advisory Board would clarify this for us.
Apologies if this question has been answered previously. I can see that the question has been asked in the past, but I could not find that it had been answered.
Finally, here's the full CDS definition of external scholarships and grants: Scholarships and grants received from outside (private) sources that students bring with
them (e.g., Kiwanis, National Merit scholarships). The institution may process paperwork to receive the dollars, but it has no role
in determining the recipient or the dollar amount awarded.
