What is the built-in operator for set union on lists?

Actually, maybe ++ is the set union operator, but in that case, what's the append operator?

In table 3, the mention of set union was a mistake. But some operations that treat lists as sets are provided in that section.

However, there is also  section

50.6   Sets, Maps, and Dictionaries

where  is describes a package that is more complicated than lists, but it provides much more efficient set data structs and maps.
