Draft work plan

Dear all,

As discussed during meeting#3, I have initiated a draft work plan, on the basis of the charter document.

Please review the draft work plan, and feel free to add comments and suggestions directly in the Google document before the MVD's next call of Wednesday 03 December (invitation will be sent asap). 

Fruits for thoughts: at this time, the document focuses on the "what" to deliver. The work plan needs to be enriched with the "who" and the "how" (group or subgroup discussions, individual research or drafting, etc) and the "when". Answers may vary for the different topics to tackle, and are up to the group to determine.

Side Note: please make sure to reply to all when responding to emails, so the conversation stays in the MVD WG mailing list.
