• [Trang Nguyen] Rewrite Abstract: Rewrite the abstract to communicate the intent of the framework in the introductory text.

• [William JordanCooley] Implement Minor Edits: Implement the minor edits identified for sections outside of section 3. Update section 7 with feedback received: Generalize phase 2 recommendations to exclude specific working group constraints and focus on broader phase 2 options. Remove vendor references to ensure vendor neutrality.

• [Unassigned] Draft executive summary: Add a high level summary to improve accessibility for lay people.
